NAV CANADA, the country's provider of civil air navigation services, conducted an aeronautical study that reviewed the air traffic services at the Montreal-International (Mirabel) Airport. The study recommended the establishment of Air Traffic Control (ATC) Service.
An ATC Tower will be in operation for 16 hours a day from 1100 to 0300 Coordinated Universal Time (UTC) (1000 to 0200 UTC during daylight savings time) using the current Mandatory Frequency (MF) 119.1 MHz. The Control Zone (CZ) and Terminal Control Area (TCA) will become Class C airspace for the 16 hours per day when the tower is in operation. The Flight Service Station (FSS) will be in operation for 8 hours a day on the same frequency 119.1 MHz from 0300 to 1100 UTC (0200 to 1000 UTC during daylight savings time) and the CZ and TCA will become Class E and Transponder Airspace.
Ground Control Service during ATC Tower operating hours and Ground Advisory Service during FSS operating hours will be provided on very high frequency (VHF) frequency 121.8 MHz

These changes are planned to take effect 30 January 2020 at 0901 Coordinated Universal Time (UTC). The appropriate aeronautical publications will be amended.
