NAV CANADA is proceeding with implementation at the end of November

NAV CANADA again thanks all community members and stakeholders who participated in NAV CANADA’s consultation process in regard to the implementation of new satellite-based arrival procedures at Toronto Pearson. Throughout the consultation, NAV CANADA shared information of the benefits and impacts of the proposal and sought valuable feedback from communities.

As previously communicated through key community engagement channels, NAV CANADA is proceeding with implementation at the end of November.

We anticipate a gradual and steady utilization of this innovative operation to occur. When the new operation is in use, residents can anticipate that some eligible aircraft will leverage the new procedures, which reduces flying time, greenhouse gases and overflight of residential areas northwest and northeast of the airport where possible, while leveraging quieter continuous descent operations. Over the long term, this technology will further assist us in generating opportunities to keep aircraft higher on the downwind for communities southeast and southwest of the airport. Many aircraft will continue to operate on existing procedures in ways similar to those observed in the past.

Please note that over the early weeks and months following implementation as the air traffic controllers familiarise themselves with the new approaches, there may be some different runway usages occurring when on an easterly configuration, including departures from runway 05 and arrivals on 06R/L. This will be a temporary occurrence and limited to a few hours in the middle of the day to support capability development and enable near-term benefits.

Enhancing operations and reducing the industry’s environmental impact

NAV CANADA and its industry partners, including the Greater Toronto Airports Authority (GTAA) recognize that aircraft and airport operations have impacts and we are committed to pursuing collaborative efforts to minimize and mitigate environmental impacts – both noise and emissions – where possible.

The pandemic has had an unprecedented impact on the entire travel and tourism ecosystem, directly impacting the millions of people who rely on the aviation sector for safe travel, tourism, trade, and employment. The aviation sector’s successful recovery depends on continuing to find innovative ways to operate in an efficient and environmentally sustainable way, and keep air travel affordable for consumers.

The aviation industry continues to look ways to reduce its environmental footprint, from sustainable fuels and alternative energy sources, to improvements in aircraft technology and ground equipment, and modern, more direct flight procedures.

That’s why NAV CANADA and the Greater Toronto Airports Authority (GTAA) are collaborating on important enhancements that will deliver noise mitigation while reducing Green House Gas (GHG) emissions.

Building off the benefits and learnings of recent noise mitigation efforts, including the 6 Ideas ConsultationOpen a new window conducted in 2018 and an Independent Airspace Review conducted in 2017, NAV CANADA, in close collaboration with the GTAA, is undertaking public consultation in support of proposed airspace enhancements surrounding Toronto Pearson.

The proposed changes would introduce an additional type of arrival procedure at Toronto Pearson, known as Required Navigation Performance – Authorization Required (RNP AR), which leverages satellite-based positioning and modern aircraft flight management systems.

These procedures will support environmental sustainability efforts by significantly reducing greenhouse gas emissions by an estimated 178,000 metric tonnes over 10 years. Where possible, procedures were developed to reduce overflight residential areas, resulting in reductions in the population overflown at higher noise levels − while reducing flight times and improving operations to responsibly meet future demand for air travel.

If implemented, some residents may observe changes to air traffic patterns. As a result, NAV CANADA is undertaking public consultation to ensure that communities have the opportunity to learn about and provide input in to proposed changes before they are implemented.
