NAV CANADA owns and operates Canada's civil air navigation service (ANS). The Company was incorporated as a non-share capital corporation; its long term financing is done with publicly traded debt. Bonds and notes payable currently total $2 billion.
The Company is entirely independent of government funding. Its current operations and capital expenditures are largely funded by charging airlines and other aircraft operators for air traffic control, flight information, and other air navigation services.
In accordance with the Civil Air Navigation Services Commercialization Act, NAV CANADA may not set its service charges at a level exceeding what is required to meet the cost of providing civil air navigation services.
